TG Cabinets Mulls On Implementation of the VBG Ramji Act

Hyderabad: The State Cabinet discussed the implementation of the VBG Ramji Act, recently introduced by the Central Government. The Cabinet expressed its opposition to several provisions of the Act, stating that it was enacted without consulting the states.

The Cabinet recalled that in January, the State Assembly had passed a resolution urging the Centre not to alter the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), which provides employment security to rural workers, and had sent the resolution to the Central Government. It decided to reiterate its objections.

The Cabinet also discussed recommendations made by a Cabinet Sub-Committee headed by Minister Uttam Kumar Reddy, which stated that the Centre’s unilateral decision to implement the VBG Ramji scheme imposes an additional financial burden on the states and goes against the spirit of federalism and the Constitution.

Officials informed the Cabinet that all other states had already decided to implement the new law.

Considering the need to ensure continued employment for MGNREGS workers, the Cabinet approved the issuance of a notification to implement the new Act in the state with effect from 1 July 2026.

However, the Cabinet also resolved to challenge the law legally by approaching the Supreme Court against the provisions of the new Act and to raise the issue in Parliament.

2. Breakfast and Midday Meals for Teachers and Staff

The Cabinet decided to extend the breakfast, milk, and midday meal programme in government schools and junior colleges to teachers, lecturers, and other staff, in addition to students.

As part of its commitment to providing nutritious food to children and enhancing accountability, the scheme will benefit approximately 150,000 teachers, lecturers, and support staff across the state.

3. Recruitment for TIMS Super Speciality Hospitals

The Cabinet approved large-scale recruitment for the newly established TIMS Super Speciality Hospitals.

Posts have been sanctioned for doctors and healthcare staff at the TIMS hospitals in Sanath Nagar, LB Nagar, Alwal, and the Warangal Super Speciality Hospital.

A total of 6,278 posts have been approved, including:

1,494 regular posts
549 contract-based posts
4,235 outsourced posts

The Cabinet also decided to develop these hospitals on the lines of NIMS. Chief Minister A. Revanth Reddy directed that Letters of Credit (LOCs) from the Chief Minister’s Relief Fund be made available to support treatment at these hospitals.

4. Musi Riverfront Development – Phase I

The Cabinet granted administrative approval for Phase I of the Musi Riverfront Development Project.

Works worth ₹7,345.12 crore have been approved for the development of a 21-kilometre stretch, covering the area from the points where water from Himayat Sagar (via the Esi stream) and Osman Sagar (via the Musa stream) enters the Musi River up to Bapu Ghat.

The Cabinet also approved the creation of 147 new posts for executing and maintaining the project, along with the deputation of personnel from other government departments as required.

5. Land Allocation to Telangana State Warehousing Corporation

The Cabinet approved the allocation of government land at market rates to the Telangana State Warehousing Corporation (TGSWC) for the construction of warehouses for essential commodities:

50 acres at Bollikunta village, Nekkonda Mandal, Warangal district.
10 acres at Karkalapahad village, Kadthal Mandal, Rangareddy district.
6. Land Allocation for Jawahar Navodaya and Kendriya Vidyalayas

The Cabinet approved the allocation of government land for educational institutions:

20.18 acres at Peddayipally village, Mahabubnagar district, for a Jawahar Navodaya Vidyalaya.
19.12 acres at Kodad, Suryapet district, for another Jawahar Navodaya Vidyalaya.
5 acres at Chalgal village, Jagtial district, for establishing a Kendriya Vidyalaya.
