Telangana High Court Upholds Group-1 Appointments, Overturns Single Bench Order

Hyderabad, Feb 5: In a landmark ruling that brings immense relief to hundreds of job aspirants, a Division Bench of the Telangana High Court has officially set aside a previous single bench order that had called for the re-evaluation of the Group-1 Mains examination results. The verdict, delivered today by Chief Justice Aparesh Kumar Singh and Justice G.M. Mohiuddin, effectively clears the legal clouds hovering over the recruitment of 563 officers.

The case reached a climax today after the court had reserved its judgment on December 31, 2025. By dismissing the single judge’s earlier directive, the Division Bench has validated the selection process conducted by the Telangana Public Service Commission (TGPSC), marking a significant victory for the state government and the successfully appointed candidates.

The controversy began on September 9, 2025, when a single judge bench led by Justice Namavarapu Rajeshwar Rao annulled the final merit list and General Ranking List (GRL). Citing “glaring lapses” in the evaluation process and a lack of transparency, the judge had ordered a manual re-evaluation of all answer scripts or, failing that, a complete re-conduct of the Mains exam.

However, the TGPSC and the selected candidates immediately challenged this, arguing that the single judge’s observations were based on assumptions rather than concrete evidence of malpractice or paper leaks.

On September 24, 2025, the Division Bench stayed the single judge’s order, allowing the TGPSC to provisionally issue appointment letters. Unsuccessful candidates moved the Supreme Court, which declined to interfere but requested the High Court to prioritize and finalize the matter. After marathon arguments spanning several months, the High Court today concluded that the recruitment process did not warrant cancellation or fresh evaluation based on the minor procedural grievances raised.

The ruling finalizes the appointments of 562 candidates who have already received their joining orders. These officers—serving in critical roles like Deputy Collectors and DSPs—had been working under the shadow of “provisional” status, with their jobs subject to the court’s final decision.

The Division Bench emphasized that administrative decisions made by a constitutional body like the TGPSC should not be easily set aside unless there is proof of large-scale fraud or systemic failure. The court observed that the Commission’s double-evaluation method (with a third evaluator for discrepancies over 15%) was a robust enough system to maintain integrity.

With this judgment, the first Group-1 recruitment cycle since the formation of Telangana State in 2014 officially reaches its legal conclusion, providing much-needed stability to the state’s administrative framework.
