TG Govt Orders Clearance of Long-Pending ULC Applications

HYDERABAD: In a major move aimed at untangling decades-old land disputes and enabling formal property registrations, the Telangana government has directed revenue officials to examine and regularize all pending Urban Land Ceiling (ULC) applications under established statutory norms.

Revenue Minister Ponguleti Srinivas Reddy announced that the State Revenue Department has issued Memo No. 48062, instructing district officials to review long-pending ULC applications submitted under G.O. Ms. Nos. 455, 456, 747, and 92. Every eligible case will be regularized systematically based on verified land records and statutory eligibility.

The Urban Land (Ceiling and Regulation) Act was intended to prevent the concentration of urban land, but thousands of land and homeowner applications remained stuck in administrative limbo for years. Former policies—including notifications issued under GOs 455 and 456 (2002) and GO 92 (2016)—saw stalled execution, leaving families and developers unable to register, sell, or obtain institutional loans against their properties.

Under the new directives, revenue authorities will evaluate each application on a case-by-case basis. Validating original sale deeds, possession documents, and historical government notifications. Ensuring property claims strictly conform to ULC guidelines and do not encroach upon public or protected zones. Granting formal regularization orders so property owners can proceed with standard encumbrance-free registrations.

The ULC relief is part of a broader government push to resolve complex land issues across the state, fulfilling commitments made by Chief Minister A. Revanth Reddy in the State Legislative Assembly.
