Delhi Govt Doubles Parking Fees, Mandates 50% Work From Home to Combat Winter Air Pollution

NEW DELHI: In a major proactive move to combat the anticipated seasonal drop in air quality, the Delhi government announced a comprehensive suite of anti-pollution measures on Monday, including doubling parking fees across the city and enforcing a 50% work-from-home mandate for both government and private sector employees.

The measures form a key pillar of the capital’s revised Winter Pollution Action Plan, which will come into effect from November 1, 2026, and remain operational through February 28, 2027—the critical four-month window when smog typically grips the National Capital Region.

Under the newly notified guidelines, existing parking charges at all municipal and government-authorized parking facilities will be doubled to disincentivize the use of private vehicles and curb vehicular emissions. To encourage commuters to transition toward clean public transit, parking spaces owned and operated by the Delhi Metro Rail Corporation (DMRC) will be exempt from the fee hike.

Alongside parking hikes, public and private offices will be required to operate at half strength on-site, with 50% of the workforce operating remotely. To further ease rush-hour traffic gridlock and distribute vehicular movement, staggered office hours will also be implemented: Municipal Corporation of Delhi (MCD) offices will function from 8:30 AM to 5:00 PM, while Government of National Capital Territory of Delhi (GNCTD) departments will run from 10:00 AM to 6:30 PM.

The government has also outlined strict, phased curbs on dust pollution, banning outdoor civil construction and dust-generating demolition work from November 1 through January 31, with a complete blanket ban on all construction activities during the peak pollution window between December 10 and January 20.

Announcing the plan following high-level deliberations with central environmental agencies, city authorities stated that early enforcement is essential to avoid emergency-level smog events. While business bodies have urged clear operational guidelines for private firms, public health experts have welcomed the early notice, emphasizing that reducing road traffic and dust emissions will be crucial as temperature inversions set in over the coming months.
